Trace what allegation originated with an actor, the supporting evidence, recipients, representation of uncertainty, later amplification, contradictory evidence, correction, and any continued dissemination. Protect both affected subjects and lawful speakers; do not infer misconduct from stakeholder identity or role.

Why it matters. Trace what information reached the subject, its original source, evidence, publisher, republisher, amplifier, institutional or government adoption, consequences, challenge procedures, correction, and remedy. Distinguish allegation, observed outcome, classification, factual finding, causal claim, and legal finding.
