How governed relationships are published

A governed relationship is a bounded evidence-supported claim. It is directional, typed, scoped, limited, and generated reciprocally from one canonical record.

Admission lanes

Explicit support requires a verified issue-specific record whose source identifies the issue, stakeholder role, and asserted legal relationship. Formal mandate or jurisdiction requires authoritative primary text with an exact protection, duty, jurisdiction, or regulated role.

Prohibited inference

Shared attributes, identity, geography, tags, taxonomy position, keywords, similarity, shared sources alone, co-occurrence, popularity, rankings, and model plausibility cannot independently publish an edge. There is no manual override.

Gaps and change

Absence of a published edge is not evidence of no real-world relationship. Evidence can be scoped, disputed, stale, or insufficient; publication status may change when evidence changes. Every covered entity retains an open non-exhaustive gap.

Identifiers and reciprocal rendering

Existing v7.27 IDs are preserved. New IDs are deterministic hashes of semantic inputs and do not depend on display order or build time. Issue and stakeholder wording is generated from the same canonical record.

Metrics and bridges

All totals use only 71 published edges. A bridge stakeholder is connected through published governed edges to issues in at least two canonical issue categories. The canonical stakeholder denominator is 287. No centrality, importance, influence, severity, or risk ranking is produced.

Filters and privacy

Search and filters use transparent URL parameters: q, type, issue_category, stakeholder_category, geography, evidence_status, lane, and sort. Filtering is local and does not transmit selections or add tracking.
