How the Atlas governs a finding

- Closeness persists independently. Intersectionality is assessed only after routing and evidence-readiness gates.

- Publication requires confirmatory and disconfirmatory research, provenance, locators, jurisdiction, review date, and a named shared mechanism.
- Uncertainty
- Missing evidence is not a zero. Percentages remain withheld unless governed analytical inputs support numeric publication.

Known limitation: Higher-order k = 3–5 materialization is currently incomplete operationally. Pairwise proximity is not substituted for a group finding.
Stakeholder relevance is contextual. Groups are not homogeneous, the system does not infer a visitor’s identity, and mappings do not establish a universal experience.
