Why: Reader substance and bounded sourced connections needed to precede research machinery.
Reader impact: Readers see plain-language issue content and can build private local Finder briefs.
Data/model changes: Added explicit issue-population vocabulary and one provenance-backed Finder connection.
Corrections: No governed evidence record changed.
Limitations: Finder only shows connections supported by the governed corpus.
Migrations/redirects: Removed redirects from canonical Finder and Saved routes.

What changed: Converged the roadmap, public route contract, navigation, release identity, and sitemap.
Why: The build needed one source of truth for capability and public-route status.
Reader impact: Navigation and canonical/public route behavior are consistent.
Data/model changes: Imported all 28 built, 63 forward, and 12 release-lineage capabilities into one matrix.
